1. Understand company philosophy and policy regarding occupational health, safety and Environment. 2. Have a sound knowledge of China statutory safety requirements. 3. Have a working knowledge of the yard safety manual and encourage its implementation. 4. Provide input for the HSE Procedure update. 5. Provide input for the Departments budgeting and conduct review on regularly basis. 6. Control the department's expenditure by reviewing the needs and cost prior to approval of the material requisitions for HSE equipment and supplies 7. Monitor all construction activities identify and assist yard management to establish methods to correct any safety, health or environmental issues in accordance with company policy. 8. Develop a working relationship with all line supervision with the aim of obtaining understanding on both sides of yard management requirements, this to include keeping safety equal with production and other responsibilities. 9. Be prepared to immediately respond in the event of calls for emergency assistance. 10. Assist initiate a medivac for sick or injured employees. 11. Inform the HSE Manager immediately of any reportable incident, (FT, LTI, RWC, MTC, FA, Property Damage or Near Miss Incident). 12. Observe work groups for “at risk” behaviors and unsafe conditions. 13. Advise work group supervisors of identified unsafe acts or working in unsafe conditions. 14. Intervene and advise workers if found committing unsafe acts. 15. Observe work groups for compliance with Safe Work Procedures. 16. Inspect work areas for unsafe conditions and advise persons responsible for area. 17. Observe condition of plant and report deficiencies to relevant supervisor. If plant appears in dangerous condition, request operator to STOP, then inform relevant Supervisor and HSE Manager. 18. Coordinate the HSEMS external and internal audits implementation and actively participate in the audit process. 19. Assist to maintain accurate records of personal injuries, equipment damage and near miss incidents. 20. Be capable of conducting effective new hire HSE orientations for employee and client representatives. 21. Conduct thorough accident investigation and produce a timely accurate report in the English language. 22. Capable of following up corrective actions following accidents. 23. Gather useful information for Tool Box Safety Meeting, newsletters, and Bulletins. 24. Facilitating HAZIDs/HAZOP’s/TRAs as needed. 25. Attend Employee HSE Committee Meetings in the absence of Committee Secretary. 26. Monitor and assist to both HSE department and field line supervision in the implementation of HSE programs. 27. Conduct HSE assessments for project and facility, ensure report provided and assist the Area in the facility inspection program. 28. Assume the duties of HSE Manager in his or her absence. 29. Provide input for yard HSE Objectives & Target and Activities Plan. 30. Spend a minimum 75% of time in the field monitoring overall compliance of the yard HSE Program and Procedures. 31. Observe/assist supervision during the delivery of Toolbox Talks. 32. Attend training, HSE meetings and Project Meetings as and when directed. 33. Monitor the implementation of PTW, HIT, Com cards etc and feedback to department for improvement. 34. Ensuring company comply with China Regulation, Corporate and Other standard and codes of OHS and provide input if any regulation change. 35. Ensure HSE audits are conducted properly and timely. 36. Liaise with the Environmental Coordinator in ensuring compliance. 37. Communicate the updated HSE Procedure to supervisors’ level. 38. Maintain a professional attitude and set an example to others. 39. Serve as HSE training SME as required. 40. Mentor, assess and counsel direct reports as required. 41. Assist with project requirements as required. 42. Assist in HSE training matters as requested by HSE Manager. 43. Monitor all CAR (Central Action Register) and ensure they are updated and closed out.
